Les groupes bancaires Citigroup, Standard Chartered et la société générale sont les banques retenues par l’Etat du Sénégal comme arrangeurs de son eurbond selon Le Soleil, quotidien public du Sénégal. Cet eurobond d’une valeur de 500 millions de dollars est la troisième sortie du Sénégal sur les marchés internationaux de la dette après celles réalisées en 2009 (200 millions de dollars et en 2011(500 millions de dollars).
Ces banques sont chargées de la définition de la structure de l’opération, de l’établissement du prix ainsi que du marketing et du placement auprès des investisseurs potentiels. Elles ont été aussi mandatées pour organiser une série de meetings avec des investisseurs spécialisés dans les titres à revenus fixes (fixed income investors), aux Etats-Unis et en Europe.
Le gouvernement sénégalais a, d’autre part, choisi le cabinet de conseil juridique Clearly Gotlieb Steen and Hamilton pour l’accompagner dans le processus d’émission de l’emprunt. Les fonds qui seront levés serviront à financer des projets dans les domaines des infrastructures, du transport et de l’énergie
