La Banque des Etats de l’Afrique centrale (BEAC) soutient la promotion de la transparence dans le secteur de l’assurance à travers le lancement d’un processus de recrutement d’un consultant en vue de la mise en place d’une base de données destinée à la Conférence interafricaine des marchés d’assurance (CIMA). Les missions assignées au consultant sont principalement de développer une plateforme numérique devant faciliter la collecte des données par le suivi des rapports de contrôle et de scoring (un outil de décision de couverture du risque et de tarification) des sociétés d’assurances.
Ledit projet vient en appui à une version expérimentale développée en interne par la CIMA, un module complémentaire de la plateforme numérique de collecte des données des marchés (PFN) destiné au suivi de contrôle et au scoring des entreprises dédiées. Au regard des perspectives de développement du marché et des objectifs de modernisation de l’activité, le régulateur du secteur de l’assurance en Afrique centrale et de l’Ouest entend consolider les acquis de la phase pilote pour optimiser ladite solution technologique en vue de la digitalisation du processus de contrôle des compagnies d’assurances.
Sur la base du cahier des charges, la mission du consultant consistera essentiellement à finaliser le développement de ce module dont les fonctionnalités attendues sont la géolocalisation et la planification des contrôles, la gestion des rapports de contrôle et les consultations et alertes. En relation avec la promotion de la bonne gouvernance et la supervision de l’activité dans l’espace CIMA, la Commission régionale de contrôle des assurances (CRCA) a adopté en décembre 2018 le guide des procédures de contrôle permettant une classification des sociétés selon leur profil de risque.
