La Banque d’investissement et de développement de la CEDEAO (BIDC) vient de voir la perspective de sa note B2 à long terme passer de négative à stable dans l’échelle de Moody’s. Ce changement important traduit l’amélioration de la bonne gouvernance de la banque sous la houlette de Dr George Donkor, président de l’institution et de son staff, qui ont consolidé le bilan de la banque. La perspective améliorée traduit aussi l’effet induit du règlement des arriérés de quelques importants actionnaires dans le cadre de l’augmentation de capital de la banque de développement, l’amélioration de la liquidité de la banque, un meilleur management des risques et la réduction de la dépendance de la BIDC (EBID en anglais) à une gamme étroite de financement du commerce, rapporte l’agence dans une note datée du 3 décembre 2021.
En outre, la perspective stable reflète aussi l’orientation récente du modéle commercial de la BIDC vers une augmentation des activités de prêt. Moody’s suppose également que la BIDC ralentira considérablement l’expansion de son portefeuille de prêts étant donné les perspectives limitées à court terme pour lever des capitaux supplémentaires importants pour contenir l’augmentation de l’effet de levier. L’affirmation de la notation B2 prend en compte un certain nombre de caractéristiques des défis du crédit, notamment un profil de liquidité toujours faible provenant de sources de financement concentrées mais en amélioration progressive, un soutien historique limité des actionnaires mal notés malgré le récent remboursement des arriérés de capital, une faible adéquation du ratio de capital compte tenu de la faible qualité des emprunteurs, des zones d’opération difficiles et des contraintes de gouvernance.
